Licensed electricians around here
Two groups have a say in most electrical jobs. Idaho's licensing division, DOPL, licenses electricians, sells the permits and inspects the work. Your power company sets up new service and changes to it.
Northern Lights, the electric co-op, takes a written application for new service or a service change, such as moving a service or putting it underground. It asks for a copy of the deed, a site plan and a $750 application and engineering fee.

Inside its service area, the City of Bonners Ferry runs its own electric department, and it takes a Utility Request Form for new connections.

Electrical panel upgrade
DOPL says a permit is required for any electrical work. A panel upgrade counts, and DOPL says the permit fees pay for the state's inspections.
Ask who buys the permit before the work starts, not after.
Generator installation
Northern Lights says it "strongly recommends having a qualified, licensed electrician install your generator and transfer switch" to the National Electrical Code. It also says its responsibility for service ends at the meter, and it isn't told when generators go in. Its generator page explains why.
