Snow sets the terms for a roof here. Inside town, the city writes a snow number into its permit rules. Outside town, the people designing the job decide it.
Outside city limits, the University of Idaho publishes ground snow load maps and reports for the state, with a 2015 edition as the newest. It says final design snow loads are the responsibility of the engineer, architect, local building official or contractor in charge of the project.

Roof repair: check the contractor first
Idaho registers contractors rather than licensing them. That runs through the Idaho Contractors Board, part of the state's licensing division (DOPL).
The board says anyone taking a construction job over $2,000, materials and labor, must register unless exempt. To register, a contractor shows proof of general liability insurance of at least $300,000 and workers' comp, or says why workers' comp isn't required.
